3CO Limited was founded by Julia Erskine in 2019 to support the delivery of energy-efficient buildings on the Isle of Man, in response to evolving Building Regulations requiring higher energy performance standards in new construction.

In the same year, the Isle of Man Government declared a climate change emergency, introducing policies aimed at improving energy efficiency across the built environment and reducing the carbon impact of buildings. These changes increased the need for clear guidance on compliance with energy regulations, including the use of high-performance building fabric, improved airtightness, low-carbon heating systems such as air source heat pumps, and renewable technologies such as solar photovoltaic systems.

Julia Erskine holds an MSc in Real Estate and is a certified On Construction Energy Assessor, Domestic Energy Assessor and Non-Domestic Energy Assessor with Elmhurst Energy, enabling assessments for both residential and commercial buildings. She is also a qualified ESOS Lead Assessor and Retrofit Assessor.

Through these recognised qualifications and practical industry experience, 3CO Limited provides independent energy consultancy services, supporting architects, developers and property owners with SAP calculations, energy assessments, retrofit assessment and clear advice on achieving compliance with Part L of the Building Regulations in a practical and cost-effective way.
